Grants, Accounts, and MEL Associate
LOCATION: Designated Cluster Office under USAID Agricultural Inputs ActivityREPORTS TO: Cluster Agribusiness Manager (CAM)
USAID Agricultural Inputs is a new five-year USAID-funded activity in Nepal. The aim of USAID Agricultural Inputs is to increase the availability, accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity. The activity is implemented by Winrock International in collaboration with five organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), MarketShare Associates (MSA), Pathway Technology, Fertilizer Association Nepal (FAN), and Vikara Institute.
USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service providers, and Government of Nepal (GON) change agents and farmers to increase productivity, input supply chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that equitably addresses the needs of women, youth, and members of marginalized groups. USAID Agricultural Inputs will benefit 200,000 farmers in the USAID Feed the Future (FTF) zone of influence.
POSITION DESCRIPTION:
The Grants, Accounts and MEL (monitoring, learning & evaluation) Associate will be responsible to support management of grants, finances, logistics and monitoring data management at cluster offices of the Activity. S/he will be working under direct supervision of Cluster Agribusiness Manager and in consultation with the Admin, Finance and Logistics Officer at the regional office ensuring compliance with USAID, Winrock International and CEAPRED Finance Administration and Procurement Rules, along with relevant Nepalese laws and regulations.
ESSENTIAL RESPONSIBILITIES:
A) Accounting and Logistics

 Prepare all vouchers as per the double-entry bookkeeping system manually or computerized or in software (if available) and review all supporting documents including invoices, receipts, travel bills, travel orders, among others.
Review recording of obligations & payments against allotments and monitor, verify petty cash updates.
Make payments of monthly routine disbursement including wages, rent, utilities, supplies, electricity, telephones, internet, and report to the supervisor and CEAPRED head office about program and administrative expenses.
Keep records of repair and maintenance of vehicles, motorbikes, logbooks, fuel.
Reconcile bank, cash accounts & ledgers between cluster office and project office at central level.
 Ensure compliance to TDS and VAT as per the prevailing Income Tax Act of Nepal.
 Prepare cash forecasts and coordinate with regional/central project offices for internal fund transfer.
Ensure timely settlement of staff advances, vendor’s ledger and make follow-ups to ensure compliance as per the organization policies.
 Prepare monthly consolidated financial reports (prescribed formats) with advance details sheet, original bills, and submit voucher with documentary evidences to the Center.
 Oversee the general administration of the Office, which include office lease, security, utilities, internet, flooring and furnishing etc.
 Maintain & update property and inventory list; including but not limited to, computer, printers, photocopier, scanners, air conditioners, projectors, cameras, furniture & fixture, laptops, invertors, batteries, supplies, generators, motorbikes, vehicles, spare parts, accessories and other equipment (expendable & non-expendable) at the cluster office;
 Oversee & arrange logistic management for meetings, events, workshop, training, visit, and scheduling expenditure.

B) Grants Management

 Keep the grant tracking/monitoring system up to date, ensure all relevant grant information is recorded properly and make it accessible to concerned staff at regional/project office and or auditors.Track actual grant expenditures against approved budget line items and report to the supervisor immediately if there is any inconsistency and/or irregularity.
 Verify the expenditure claimed by the grantee against the field activities implemented by them and assist to prepare funding forecasts.
 Assist the grantees to prepare procurement plans and assist to track the purchase of fixed assets by the grantee.
Assist the grantees to prepare periodic reports, all necessary documents are kept intact and make sure grantees are reimbursed as per the schedule.
Follow-ups with the grantee to get the progress reports as agreed in the grant sub-awards.

C) Monitoring and Evaluation and Learning (MEL)

 Support MEL team in updating the project MEL database and provide required MEL data to the concerned project staff.
Conduct financial monitoring and submit monitoring reports with identified measures to improve the financial management system in coordination with the supervisor & AFM.

D) Others

 Ensure a safe and equitable workplace, create opportunities and offer support to women and those from disadvantaged groups.
Perform other tasks as assigned by the supervisor and Activity management.

QUALIFICATIONS AND REQURIEMENTS:
Education:

Bachelor’s degree in finance management, commerce, accounting or equivalent field.

Required Experience

 Minimum 3 years of experience in project accounting and finance management using standard software (e.g Tally).
Ability to work under time pressure and willingness to travel in the field as per need.
Ability to work under cross cultural environment.
Strong team coordination, listening and consensus building skills.

Language

 Able to prepare reports in Nepali and English.
